Dedicated IP with private proxy

I need to be able to connect through fully routed (all traffic from my computer) VPN to a dedicated IP address. I separately purchased a private proxy in order to get a dedicated IP address that I thought I could use in combination with BolehVPN in the way I described, but now I think that it is not possible?

Is there a way to do this? Alternatively, is there a way to get a dedicated IP address thru Boleh?

I read about the dedicated IP address options, but it looks like those will only be IP addresses that are IP geo-located to Luxembourg, Switzerland and Sweden? Also, will they change everytime you need to re-connect?
